Middletown, Conn., August 20, 2026 – Moses/Weitzman Health System (MWHS), the nation’s first health system dedicated to the care of underserved populations, has welcomed two accomplished leaders to its executive team: Marica Stein, Vice President of Grant Development and Administration, and Todd Gibbs, Vice President of Development. Together, Stein and Gibbs bring decades of experience spanning healthcare strategy, philanthropy, grant development, and organizational growth to support MWHS and its mission.
Marcia Stein brings extensive experience in healthcare leadership, managed care, and Medicaid strategy. Most recently, she served as a Principal at Health Management Associates, focusing on Medicaid managed care and Medicare Advantage Dual Special Needs Plans operations strategy. Previously, Stein served as Executive Director of National Medicaid at Kaiser Permanente, overseeing Medicaid business operations, market development and strategy across the organization’s markets.
Throughout her career, Stein has built and led programs serving complex populations. She previously served as co-founder and Chief Development Officer of Senior Whole Health, where she helped launch operations and raise the organization’s initial rounds of capital, and as CEO of Core Health, LLC, which provided intensive care management solutions for Medicaid and Medicare populations.
Todd Gibbs joins MWHS with a career spanning philanthropy and organizational leadership across healthcare, education, and human services, bringing a strategic, relational, and outcomes-driven approach to development. As Vice President of Development, he leads philanthropic strategy and outcomes across MWHS’s diversified programs and affiliates, strengthening fundraising capacity, expanding constituent engagement, and advancing opportunities for sustained growth.
Across his career, the programs, projects, and campaigns Gibbs has helped advance have generated more than $350 million in philanthropic support. His experience includes advancement leadership at Sacred Heart University during a period of significant institutional and philanthropic growth, as well as leadership and consulting work with other educational institutions and mission-driven organizations. Most recently, he worked with Malta House of Care, a Hartford-based healthcare organization serving uninsured patients, to strengthen its philanthropic strategy and further develop its major giving program. Across these roles, Gibbs has helped organizations build philanthropic capacity, deepen constituent engagement, and translate institutional priorities into compelling opportunities for investment. The addition of Stein and Gibbs strengthens MWHS’s capacity to develop sustainable funding opportunities, build meaningful partnerships, and advance the organization’s work to improve health and well-being in the communities it serves.
